HCT Training

HIV Counseling to Testing Training (available upon request - minimum of 25 to 30 paying trainees)

CAMP's HCT Training is a certification workshop mandated by the DOH Administrative Orders No. 2017-0019 and 2022-0035 and conducted by DOH-Certified HIV Master Counselors and Trainers. It is a 5-day workshop that employs various methodologies to improve knowledge, skills and attitudes of aspiring HIV Counselors. Successful participants will receive Certificate of Completion with their corresponding Final Passing Scores and will be endorsed for issuance of official DOH Certificates and counselor code application to their respective DOH Regional Office/CHDs upon passing and will be included in the HIV Counselor Masterlist of the Philippines.

Culture and Arts Managers of the Philippines (CAMP) Pag-ayo, Inc. is proud to share the successful pilot rollout of the 3-Day HIV Index Testing Training, conducted in partnership with AHF Philippines Philippines. This initiative marks a key step toward strengthening the delivery of safe, ethical, voluntary, and client-centered Index Testing services across AHF-supported facilities in Luzon.

Facilitated by USAID EpIC Training of Trainers (TOT) graduates Jeff Louie Capulong, Gabriele Tiamson Lalic, and Joemar E. De Guzman, the pilot training was guided by CAMP’s oversight and quality assurance through Ian Felix Alquiros and Rogeselle Burdeos Monton of TDFI.

This training solidified the technical and interpersonal skills of healthcare providers—particularly in motivational counseling, client-centered scripting for MSM clients, Index Partners and children of PLHIV, safety protocols, and systems for referral, monitoring, documentation, and provider well-being. The module also emphasized ethical delivery and violence prevention and response mechanisms to uphold client safety at all times.

This pilot serves as the evaluation phase for contextualizing and enhancing the EpIC Motivational Counseling, Index Testing and Intimate Partner Violence modules for the Philippine setting. Insights gathered from participants and AHF service sites will be integrated into the final module, paving the way for a proposed national rollout in 2026. It introduced two key innovations based on the needs raised by AHF-supported facilities in Luzon: (1) the development of a single Integrated Index Testing Reporting Form to replace the four separate tools currently used, and (2) the exploration of group-specific Index Testing counseling scripts for Spouses and Sexual Partners, MSM clients, and Children of PLHIV. These improvements aim to make Index Testing more efficient, sensitive, and client-centered for both providers and communities.

2025 HCT PUBLIC TrainingS

As a sustainability strategy of CAMP, this year’s 2025 series of HIV Counseling and Testing (HCT) Trainings is a fully "self-funded public training", with all expenses covered by participants’ training fees. These fees include meals for 5 days (breakfast, lunch, and dinner at the hotel function room), 4 nights’ twin-sharing accommodation for 30 to 35 participants, training supplies and materials, honoraria for resource persons, facilitators, and organizers, CAMP management fee, as well as miscellaneous expenses such as training kits, snacks, and tokens. The team is headed by Jonathan J. Fontilla, MD, a DOH-Certified HIV Master Counselor [*2010], and Ian Felix Alquiros, PTRP, a DOH-Certified HIV Counseling Trainer [*2014].

Integrated Peer Education and Community-based Screening (IPECS) Training on HIV/AIDS (available upon request)

Developed by CAMP Pag-ayo, Inc., IPECS is an innovative approach where participants are trained in Peer Education thereby improving their skills in outreach and community-based activities. Theory-based lectures and hands-on skills enhancement are given in an interactive manner using arts and social media as the medium to craft Information-Education-Communication materials focusing on Stigma Reduction. Successful participants will be certified peer educators/ community based screening (CBS) motivators, depending on their performance.
